After half a century of development, software industry has evolved into the stage of large-scale engineering. In the recent two decades, the development mode in software industry has experienced multi-stage continuous evolution from Agile to DevOps to BizDevOps. Especially with the rapid growth of DevOps and the rise of related development concepts such as DevSecOps, AIOps, DevPerfOps, and BizDevOps, etc., Effectiveness and Efficiency (E&E) have become one of the most recent hotspots in software industry that both Internet companies and traditional software companies pay close attention in today's "Post-DevOps Era". Although there are different expressions of the trending “Software Development Effectiveness and Efficiency”, most of them are based on the essential consensus, that is, "the capability to continuously and efficiently develop and deliver high-quality software products towards business value".
Compared to the various traditional research areas and topics in software engineering, the improvement of development E&E have become an undertaking with special concerns about system engineering, which emphasizes the adaptability of and the interrelationships among technologies and practices in high-speed development scenarios represented by DevOps, and the overall capability to deliver effective value quickly. The continuous improvement of development E&E and product quality may involve a number of engineering endeavors, from the adjustment of organizational structure to the optimization of development teams, from the tuning of development process to the construction of toolchains, and etc.
The special issue on “Software Development Effectiveness and Efficiency” is an initiative to bring this emerging area and related topics to the attention of the research communities of software and systems engineering. The focus of this special issue is to provide an opportunity for researchers and practitioners to present theoretical system, engineering challenges, technological exploration, and best practices for improving software development E&E. In particular, the special issue focuses on innovative software engineering research with a vision of the end-to-end development process, systematic thinking, and business value orientation, which is able to match various development productivity scenarios in practice.

Submission Guidelines
Authors should prepare their manuscript according to the Guide for Authors of the Journal “Software: Evolution and Process”. The submission site is http://mc.manuscriptcentral.com/jsme.
Please select “Software Development Effectiveness and Efficiency” in the submission system. All the papers will be peer-reviewed following the journal’s (Software: Evolution and Process) reviewing procedures. Submitted manuscripts should not have been published previously, nor be under consideration for publication elsewhere.
If the submission is an extended work of a previously published conference /workshop paper, you must submit a cover letter/document detailing: (1) the "Summary of Differences" between the Conference/workshop paper and extended version paper, (2) a clear list of "new and original" ideas/contributions in the extended version paper (identifying sections where they are proposed/presented), (3) confirmation of the percentage of new material (at least 30%), and (4) the previously published conference/workshop paper.
